Application and Cluster monitoring

We will provide a simple way to deploy a prometheus stack and fetch metrics directly in the Qovery interface.

You will still be able to deploy an additional grafana board for more complex use cases or deploy your own monitoring solution (Datadog, newrelic etc..)
