GCP - more control on cluster size and cost

We want to provide you with more control over the cluster cost.
One of the features we will deliver is to set a maximum amount of CPU and Memory that your cluster can use at a certain time T. This is helpful in clusters using GCP autopilot where you can't really limit the number and type of running nodes
