Notify if cluster needs to be redeployed after a config change

As of now, there is no easy way to know if the configuration that you see on the cluster settings has been deployed or not and it's currently running on your cluster. Similar to what we do for applications, we will provide a banner / status for clusters if the configuration has been changed on the Qovery console but the update of the cluster has not been triggered (via the "update" button)
