Start & stop: don't restart manually stopped services + specify only stop rule

If I manually stop a service, I don't want it to be started again by the Start & stop feature. This is what prevents us to use Start & stop at the moment. :(

I don't see a reason to restart manually stopped services, but if some people need this, then I guess an option ("Start manually stopped services") in the Start & stop toggle would work perfectly.

It will be nice to have the ability to perform stop action on environments at a time but without start them automatically. It will down environments started manually and forgotten to be stopped each night and week-ends for example. I have no interest for Inverse (started but no stopped).
